WJTN News Headlines from Fri., Oct. 28, 2022

(From Friday) Elderly Stockton man dies in dump truck accident...
A Sinclairville man has died from injuries suffered when dump truck he was driving got too close to a pond bank in the town of Stockton... and, tipped over into the pond.  Sheriff's officers were called to the scene on Waterman Road about 5:30 p.m. Thursday... and found the dump truck had backed off the road near the pond when the accident occured.  Deputies say the driver, 82 year-old William Rossow became trapped in the vehicle under the water.  Officers say two neighbors in the area heard the accident and were able to get Rossow out of the vehicle.  Rossow was transported to a local hospital for his injuries and was later pronounced dead.


Thursday night fire in Jamestown causes burns to one victim, house is extensively damaged...
Flames have extensively damaged the second-floor of a two-story apartment house on Jamestown's westside.  City fire crews were called to the scene at 216 West Seventh St. about 8:20 p.m.  Fire Battalion Chief Shawn Shillings says he was first on the scene... and, says the fire had a pretty good head start... with a lot of fire venting from the windows on the second-floor.  Shilling says it took about 15 minutes to bring the blaze under control... and, an off-duty shift was called in.  The fire ended up melting much of the second-story siding on the front of the building... and, destroyed a front porch door on the second-floor.  Shilling says this was what fire officials call a "room and contents" type of fire.  He says one of the several occupants of the home suffered burns and had to be taken to the hospital for treatment.  There was no word on that person's status.  Everyone else escaped the blaze safely... and, are currently being assisted by the local Red Cross.  Fire investigators Friday said the blaze was accidential, and caused by a malfunctioning electric outlet on the second-floor.


County Legislature approves airport restaurant lease to Studio D Catering...
A local catering business that also operates a food truck in Jamestown will soon be moving into the vacant restaurant location at the Chautauqua County Airport north of the city.  The County Legislature Wednesday night approved an emergency resolution to lease out the space to Studio D Catering... which has operated in Jamestown since 2015.  Airport Manager Shannon Barnhart read a letter from Studio D Owner Diana Scott... and, says Scott is looking to expand it's private catering business, provide "grab-and-go" breakfasts and lunches for some 150 workers within a three mile radius of the airport, and help grow business at the airport itself.  Legislators were very receptive... with Jamestown Republican David Wilfong noting the possibilities.  Wilfong says there's already a food preparation business there... and, this could be used to boost the county's case for getting commercial air service back to the airport.  The measure was approved unanimously.  The Jamestown Airport has had several food service and restaurant entities try to make a go of it at the airport.  In recent years, though, it's been difficult finding a tenant... especially during the pandemic.


Legislature approves Landfill Commission appointments...
County lawmakers have backed the confirmation of four appointments to the county's new Landfill Commission.  The legislature passed a resolution, 17-to-1, during its monthly meeting.  Dunkirk Democrat Robert Bankoski says... while he supports the four people chosen by County Executive P.J. Wendel... he does not support the commission itself.  Fredonia-area Democratic lawmaker Susan Parker cast the lone "no" vote, saying that there has been no explanation for why the commission was created.  Parker says they really don't know what the commission is charged with doing... and what kind of help it will provide the county, and surrounding community in Ellery.  The four appointees are Republican legislators John Davis and Dan Pavlock, and citizen members Mark Schlemmer and James Van Volkenburg.


City Council approves $8,000 for roof repairs to Fenton History Center...
The Jamestown City Council has unanimously approved allocating $8,000 to the Fenton History Center for emergency roof repairs.  In recent months... a leak has developed in part of the roof... and, Fenton officials approached city leaders for help in making the repairs because it's affecting other parts of the building.  City Council President Tony Dolce says part of the roof had started leaking, and now it's caused some damage inside and outside the building.  However... Dolce says -- at some point -- the entire roof is going to have to be replaced on the nearly 150-year old structure... which is owned by the city.  He says the $8,000 will come from the city budget's contingency account set aside for emergency expenses.

Five people hurt after Sheriff's Dept. patrol car hits Amish buggy from behind...
Five people were hurt when the Amish Buggy they were riding in was struck from behind by a marked Chautauqua County Sheriff's Department patrol car in the town of Chautauqua.  Officers say the car was traveling northwests on the Stockton-Hartfield Road about 9 p.m. last night when the accident occured.  Deputies say the speed limit was 55 mph on the unlit road.  They add the buggy was heavily-damaged... and, the horse pulling it had to be destroyed due to it's injuries.  Officers say the five people in the buggy were taken to UPMC Chautauqua Hospital for treatment of their injuries.  The deputy was not hurt.  Deputies say several Fire Departments and the County Medic Unit were dispatched to the scene due to the number of injuries.  The investigation into the crash is continuing.


Teenager killed after car slams into tree last Saturday night in Cattaraugus County...
A 17 year-old girl was killed... and, two other people are in critical condition... following a one-car crash in the Cattaraugus County town of Machias last weekend.  Sheriff's officers in Little Valley say the car went out of control on a sharp curve at an intersection... went off the road and struck a tree about 10:30 last Saturday night.  The teenaged girl was pronounced dead at the scene... while two others were taken to the hospital with serious injuries.  The other passengers suffered minor injuries.  The investigation into the crash is continuing... and, no other details are being released at this time.


Investigation continues into fire at vacant house in Jamestown...
The investigation is continuing into an early morning fire last weekend in a vacant house on Jamestown's northside.  City Fire Battlion Chief Brian Acterberg says crews were called to the scene at 129 Price St. just after 1:30 a.m. Saturday... and, found fire coming from a second-floor room that had begun spreading to a second room.  Aceterberg says firefighters had the flames out fairy quickly.  However... they were at the scene until abouit 5 a.m.  The two rooms involved were gutted... and no injuries were reported.


Quattrone echos two state agencies in warning of Deer accidents being on the increase...
Two agencies in New York state are urging motorists to watch out for deer during their travels this fall.  The Department of Environmental Conservation... and, Department of Motor Vehicles... say that deer are more active this time of the year.  Chautauqua Sheriff Jim Quattrone is offering some tips... including the fact that there are often more than one of them around.  Quattrone says don't hit the brake when a deer jumps out on the road... but, let off the gas first.  He adds that drivers should also look out for deer crossing signs... but, adds that can happen anywhere.  He says it's important to reduce your speed when in those areas where there tend to be more deer.


Goodell and Lewis debate issues from inflation, to energy policy...
The candidates running for the 150th New York State Assembly District squared off in a debate in the north county late last week.  Incumbant Republican Assemblyman Andy Goodell says the most pressing issue facing the district -- and county -- is inflation.  Mainly if you received a 2% pay raise, but, inflation goes up by 8%.  Goodell says "that's a serious issue."  He adds that energy policy in Albany is also driving up those costs.  Meanwhile... Democratic challenger Sandra Lewis from Fredonia says county needs more financial assistance from Albany because Chautauqua is one of the "poorest counties in one of the richest states."  Other issues that were discussed during the one-hour debate in Dunkirk included the need for a new hospital in the North County area, and climate change legislation. 


Two arrested for alleged altercation in town of Chautauqua
Two people from Mayville have been arrested for allegedly entering another person's home... and, getting into a physical altercation with that person.  Sheriff's officers were called to a location in the town of Chautauqua shortly after 3 p.m. Saturday... and, found that 39 year-old Joshua Goodwill, and 29 year-old Samantha Green... had entered the unidentified victim's home unlawfully and Goodwill had made physical contact with the victim without their permission.  While arresting Green... she allegedly resisted deputies.  Goodwill was charged with second-degree trespass... and, second-degree harassment.  Green was charged with second-degree trespass... and, resisting arrest.  Both were arraigned... and, issued appearance tickets for Chautauqua Town Court.


Cooperative Extension reports growth over past year...
Cornell Cooperative Extension in Chautauqua County is growing... and ready to offer more educational services in agriculture, nutrition and Four-H.  At last week’s annual meeting... Executive Director, Emily Reynolds called it an ‘exciting time' by adding five new positions over the past year.  Reynolds credits the growth to three factors: more grant money, being fiscally responsible during the pandemic, and increased county funding before and after COVID.  She called the increase in 4-H funding "generous."  The recently passed county budget will provide seed funding for several agri-tourism events including Visit the Farm Day, Meat Your Farmer, and the Farmer Neighbor Dinner.


Trick or Treat Trail in Jamestown a success...
The city of Jamestown’s new Halloween event was a terrific success.  Mayor Eddie Sundquist says many children and families went to the ‘Trick or Treat Trail’ along the Riverwalk Saturday night... and, says they easily doubled the number of people that typically attended previous festivals at the former Allen Park Ice Rink.  The weather was perfect for what the Parks Department billed as the ‘1st Annual Trick or Treat Trail.’

County Legislature approves amended, 2023 Budget that cuts tax rate by 30-cents per $1,000...
The Chautauqua County Legislature has adopted a slightly revised 2023 budget.  County Executive P.J. Wendel's proposal was amended to account for a new mandate to provide drug addiction services at the county jail.  During Wednesday night's meeting in Mayville, lawmakers approved the $277.6-million spending plan by a vote of 18-0.  Before the budget passed, Dunkirk legislator Robert Bankoski brought forth an amendment to add grant funding for the county's Mental Hygiene and Jail Clinic departments.  Bankowski says it doesn't change either the tax levy or tax rate.  The full value tax rate decrease will remain at 30-cents per $1,000 full value... while the increase in the tax levy will stay at 4.1%.  No one spoke during an earlier public hearing on the budget.


Dolce: City Council looking at hiring IT Cybersecurity person...
Members of the Jamestown City Council heard about the need for an additional person to help with cybersecurity during this week's budget hearing.  City Council President Tony Dolce says the panel heard from Information Technology Director Mark Dean about the need to make sure their systems are secure in these times.  Dolce says it's something that both businesses and governments alike are having to do now because "cybersecurity is in the forefront."  No other new positions are being proposed at this time.  In addition to IT... lawmakers Monday night reviewed smaller departments, including the City Clerk/Treasurer... and the Comptroller's Office.  At the first work session in November... Dolce says the biggest departments -- fire and police -- will be reviewed.  Council members will then offer any changes they want to make... with the expectation of approving a spending plan at the end of November.  Dolce says... if they need more time to consider the $36.8-million budget... they can hold a special session before the due date of Dec. 1..  Mayor Eddie Sundquist's budget includes no increase in the tax rate.


City woman arrested for vehicle theft...
A Jamestown woman has been arrested for allegedly stealing a person's car after police responded to a "suspicious situation" on the city's southside.  Jamestown Police were called to the undisclosed location just after 5:30 p.m. Tuesday... and, found 30 year-old Stephanie Soto sitting in the passenger seat of the stolen vehicle.  Officers say Soto was arrested on one count of fourth-degree criminal possession of stolen property -- a Class E Felony.  She was jailed pending arraignment.  The car was turned over to it's registered owner. 


Sempolinski unable to see Zeldin-Hochul debate, but, happy to see focus on crime...
The first... and likely only debate involving the two major party candidates for New York governor... was a competitive one in what's become a tight race.  But... not everyone was able to see Tuesday night's debate between incumbant Democrat Kathy Hochul, and Republican Lee Zeldin.  The just over hour-long program was carried by Spectrum Cable... and, NY-1.  Local Congressman Joe Sempolinski says he wasn't able to watch the debate because he doesn't subscribe to Spectrum where he lives in Steuben County.  However... Sempolinski says he was pleased to see highlights of the back-and-forth about crime and public safety... and, he says he has supported police funding measures that have come forth during his short tenure in Congress.  Zeldin has pledged to end cashless bail... while Hochul touted her work on gun legislation with the state legislature, and getting 8,000 illegal guns off the streets during her just over one-year in office.  Sempolinski made his comments during his weekly telephone conference call with Southern Tier Media.


County's League of Women Voters urges public to weigh in on State Ballot Proposition...
There will be one proposition on the ballot when voters from across New York state cast their ballots for the general election.  That's an environmental bond act that will allow the state to borrow up to $4.2-billion for various projects... including restoration, open space conservation and water quality improvement.  Mary Croxton, who is President of the Chautauqua County League of Women Voters, emphasizes the measure will not increase taxes.  Croxton says the act will lead to new jobs, protect and expand green spaces, and further promote clean air and water.  Croxton say the League is reminding voters to flip over their ballots over, and vote on the bond act.  The League of Women Voters of New York supports Proposition-One... which is the only proposition on the ballot.  State lawmakers approved the measure as part of this year’s budget package, sending it to voters as a November ballot proposal. 


Fetterman's  rocky debate performance causes concern among Democrats...
A new sense of uncertainty has risen over Pennsylvania's pivotal U.S. Senate contest.  Democrats are struggling to remain optimistic about John Fetterman's candidacy after a rocky debate performance.  Fetterman took the debate stage Tuesday five months after suffering a stroke.  He struggled to complete sentences, and he jumbled words throughout the hour-long event.  That was not a surprise for those voters who know him best -- Fetterman has never been a smooth orator.  But it stirred a fresh sense of anxiety among party leaders and rank-and-file voters.  Fetterman's campaign set up a rally for Wednesday night and released a new advertisement seizing on Oz's comments that abortion laws should be decided partly by ``local political leaders.''

Zeldin and Hochul land debate punches during only Gov. debate...
Republican Congressman Lee Zeldin has focused his campaign for New York governor on hammering Democratic incumbent Kathy Hochul over rising violent crime.  Zeldin again hit Hochul on the crime issue during a debate Tuesday night... and, has hit a swell of momentum lately.  That's posing a threat to Hochul in the final weeks before Election Day... as the race tightens into what some polls are calling a tie.  With that... Hochul has increased her campaign attacks portraying Zeldin as a ``too extreme'' ally of former President Donald Trump.  At the same time... Hochul is saying she's making public safety a priority.


Fetterman struggles during debate with Oz, which focused manly on issues...
Pennsylvania Democrat John Fetterman wouldn't commit to releasing his full medical records during a highly anticipated debate against Republican Mehmet Oz on Tuesday.  Fetterman spoke haltingly throughout the hour-long event more than five months after experiencing a stroke.  He acknowledged that he ``almost died'' after suffering a stroke in May, but said ``it knocked me down and I'm going to keep coming back up.''  He also quickly tried to go on offense by attacking Oz's ``gigantic mansions'' and his integrity.  The celebrity heart surgeon, ignored his opponent's health on Tuesday, and instead attacked Fetterman's ``radical positions.''


Six arrested in Jamestown drug raids...
Six people were arrested early Tuesday morning during simultaneous drug raids at two apartment houses in the city of Jamestown.  City police say members of the Jamestown Metro Drug Task Force... and, the Chautauqua County Sheriff's Narcotics Investigation Team executed search warrants at the lower apartment at 57 Colfax St., and, another apartment at 34 Sampson St.  The JPD SWAT Team made entry into both residences just before 6:30 a.m., and one person was found at 34 Sampson... and, five were found at 57 Colfax.  Police say a search of the residences revealed a quantity of fentanyl, Tapentadol pills, scales, and packaging materials.  Officers arrested Aaron Albaugh... Gregory Messere... Charles Riddell... and, Joseph Thayer for third-degree criminal possession of a controlled substance... and, second-degree Criminal Possession of Drug Paraphernalia.  They say Jason Parker was also arrested on those two charges... along with seventh-degree criminal possession of a controlled substance.  The sixth person... Alvin Jusino... was also found to have an active warrant for his arrest.  He was turned over to the Chautauqua County Sheriff's Office and taken for centralized arraignment in Mayville.  If you have any information on illegal drug activity in the city... or surrounding area... call the JPD confidential tips line at 483-TIPS... that's 483-8477... or the Sheriff's Office Tip line at 664-2420.


Dolce announces "Trunk or Treat" event this Saturday in Jamestown...
The city of Jamestown's annual Halloween Fun Fest at the former Allen Park Ice Rink in Jamestown will not be held this year.  However... there will be a "Trunk-or-Treat" event outdoors on the Riverwalk... behind the National Comedy Center... this Saturday.  At the end of this week's City Council meeting... Council President Tony Dolce said the city's Parks and Recreation Department will host the event from 5 p.m. to 7 p.m.  Dolce says a number of fun activities will be held... including hayrides... games... costume contests and handing out candy.  Again... the Riverwalk Trunk-or Treat event will be held outside... and, it looks like the weather will be nice for the event.  It runs from 5 to 7 p.m.  In addition... Trick-or-Treat hours on Halloween Night next Monday will be from 6 p.m. to 8 p.m. 


Audubon's Bald Eagle, Liberty, dies Tuesday at the nature center...
The Jamestown Audubon Community Nature Center is mourning the loss of it's long-time Bald Eagle, Liberty.  Center Director Leigh Rovegno says Liberty... who had lived at the center for 20 years... passed Tuesday morning.  Rovegno says "Liberty’s presence touched thousands of children, families, and adults over her two decades at the Nature Center.  She brought a sense of wonder and awe to all those who came to admire her.  She will be dearly missed by all.”  Rovegno said the eagle's health had been waning recently, and took a turn for the worse in the past few days.  Prior to a veterinary appointment... she was discovered Tuesday morning deceased, by her longtime primary caretaker Thom Armella.

City lawmakers approve purchase of SWAT Vehicle for JPD...
The Jamestown City Council has approved spending nearly $250,000 for a new Bearcat SWAT Vehicle for the Jamestown Police Department.  Lawmakers unanimously approved the purchase during last night's voting session.  City Council President Tony Dolce says the Bearcat will be purchased using American Rescue Plan Act funding... and, can be used for much more than drug raids.  Dolce says it can be used for hostage situations, and active shooting incidents.  That's because the vehicle will be armored... unlike the current van they use.  Dolce also pointed out the need to have a vehicle that can protect officers from armed drug dealers during raids.  However... Councilman Bill Reynolds noted it probably won't be until about this time next year they'll get the vehicle.  The new SWAT Vehicle will be purchased from Lenco Armored Vehicles of Massachusetts for just over $247,000.  


Council approves more than $1.8-million in ARPA funding for business assistance, and Senior housing issues...
City lawmakers last night also authorized an additional $1.8-million in spending of ARPA funds to help local businesses... and, seniors improve their homes.  The City Council unanimously approved seven grants for those businesses... six for just over $198,000... and one was for just over $192,000.  Council President Dolce says those businesses had to apply for the funding and meet a number of criteria... including how much they would need, and what it would be used for.  All seven grants were approved by the Jamestown Local Development Corporation... but, Dolce says council had to approve them because they were for more than 100-thousand dollars each.  They went to El Greco Woodworking... Dawson Metal... Artone Manufacturing... International Ordinance... National Wire and Metal Technology... Colecraft... and, Shawbuck's.

The City Council also approved another $500,000 for the city's Senior Citizen Home Improvement Incentive Program.  The city went through the initial half-million dollar allocation very quickly... and, the decision was made to provide more funding.  The money will come from ARPA's Healthy Communities and Neighborhoods fund program.


Cattaraugus County teen arrested for allegedly having sex with underage girl in Silver Creek...
An 18 year-old man from Conewango is accused of having sex with an underage girl in the town of Hanover.  Chautauqua County Sheriff's deputies say they began an investigation last July 5, and, determined the teen did have sex with the girl -- who was under the age of 15 -- in Silver Creek on at least one occasion.  Officers say the unidentified teen was arrested for second-degree rape... and, held pending centralized arraignment.


Mayville woman arrested for alleged "Financial Exploitation..."
A woman from Mayville is accused of stealing money during a "financial exploitation" investigation.  Sheriff's deputies say they received a referral from the county's Adult Protective Services last August regarding the matter.  Officers say an investigation by the department's Criminal Investigation Division led to the arrest of 35 year-old Anna Kelley for fourth-degree Grand Larceny... as well as third-degree unlawful possession of Personal Identification Information.  Kelley was issued appearance tickets for Chautauqua Town Court at a later time.


New hunting and fishing store opens in Cassadaga...
The ribbon has been cut on a new hunting and fishing store in the village of Cassadaga.  Several dignitaries were on hand for the ceremony at Valley Outdoors, located at the corner of Route 60 and High Street.  County Executive P.J. Wendel says the store, which is owned by local businessman Adam Diate, says the store features plenty of outdoor equipment for local sportsmen and women for hunting, fishing, archery equipment for people who don't want to drive elsewhere to find a Cabella's or Dick's Sporting Goods.  State Senator George Borrello was also on hand for the ceremony.  He says the store will be a "great addition" to the Chautauqua region... noting that visitors will also have a chance now to buy what they need here locally.  Other officials on hand included Assemblyman Andy Goodell, some members of the Chautauqua County Legislature, and Stockton Town Supervisor Dave Wilson.


Washington Street reconstruction in Jamestown to go into Winter...
Jamestown city officials have been notified by New York state that the $4.2-million upgrade and repair project on Washington Street that began earlier this year will not be completed this year.  That from Mayor Eddie Sundquist... who recently updated the City Council on the matter... noting that a lot of work remains to be completed, and, we're already in late October.  Sundquist says Public Works Director Jeff Lehman has sent a letter to the DOT, putting them on notice about not addressing the state of the road, intersections, and curbing.  He says... due to the lack of progress on the project... there will be a "huge issue" with plowing, mobility and access.  Public Works Director Jeff Lehman later said that his department had received a response from the state Department of Transporation about efforts to expedite the work.  Lehman says the DOT replied that they will work to get the contractor to improve the situation... but, he says the project is under their jurisdiction.  The project began in mid-March of this year... with new crosswalks and pedestrian lights to be put in by Catco Construction.  He said there wa also going to be a simulaneous waterline replacement project, as well between Sixth and 22nd streets.  Lake Shore Paving was doing that project.

City man arrested for DWI following single-car accident...
A Jamestown man faces a driving while intoxicated charge after his car crashed into a tree on Hunt Road in the town of Busti last Saturday night.  Lakewood Busti Police say they were called to the scene shortly after 10 p.m.,  and, found the damaged vehicle... but, no one around it.  Their invesgiation found that the driver was 25 year-old Deontae Martin... and, he was later found at his residence.  Police say Martin admitted to drinking and smoking marijuana prior to the accident.  After failing all field sobriety tests... he was arrested for DWI and crossing the hazard line on the road.  Martin was issued appearance tickets for Busti Town Court.


Agent says Rushdie has permanent injuries from attack at Chautauqua...
Salman Rushdie's agent says the author has lost sight in one eye and the use of a hand as he recovers from an attack by a man who rushed the stage at Chautauqua Institution last August.  Andrew Wylie told the Spanish language newspaper El Pais in an article published Saturday that Rushdie suffered three serious wounds to his neck... and 15 wounds to his chest and torso in the attack that harmed the eye, and left a hand incapacitated.  The 24-year-old suspect in the case, Hadi Matar of New Jersey, has pleaded not guilty in the Friday, Aug. 12 attack as Rushdie was being introduced at the Institution amphitheater.


City Council to vote on purchase of Bearcat SWAT Vehicle tonight...

SWAT Team members say it will definately have more than one use.  That from Police Chief Tim Jackson during last week's work session... who says it can also be used for search and rescue, evacuating people, and a mobile trauma center.  Councilman Bill Reynolds, a retired JPD Officer, says having an armored vehicle will make a big difference... especially against armed drug dealers who are commiting war on city streets.  SWAT Team member, Detective Jay Wadsworth, says another major use would be in hostage situations.  JPD has had to respond to two other those the past few years.  Wadsworth says having the vehicle would allow them to be closer to the scene, and do any hostage negotiation... and, or rescue.  The SWAT Vehicle will be purchased Lenco Armored Vehicles of Massachusetts for just over $247,000.  It will be paid for with American Rescue Plan Act funds.  Tonight's Council meeting begins at 7:30 p.m.


United Way Campaign reaches 25% of goal...
The United Way of Southern Chautauqua County is about a quarter of the way towards it's 2022 General Campaign goal of $1.3-million.  United Way Executive Director Amy Rohler says they've made "great strides" early on... after starting the effort last month at the YWCA Lake Lodge in Lakewood.  Rohler says they've enjoyed being able to get out to make workplace presentations, which were called off during the pandemic.  She says a lot of donors give through their workplace.  She says they've already made a number of workplace presentations about the campaign... and where the money raised goes.  She says they've already been at New Flyer and the Jamestown Police Department.  Rohler says they often times will bring someone from a partner agency to give testimonials... which she says are very impactful.  The United Way campaign helps support some 42 programs among several member agencies... as well as the United Way's own programs.  The campaign continues through the end of the year.  For more information... call 483-1561... or go on-line to uwayscc.org.


Jamestown's 2022 Fall Leaf pick-up begins next Monday, Oct. 31...
Phase-one of the city of Jamestown's leaf collection program will begin on Monday, Oct. 31 in the Foote Ave. and Ivy St. areas.  That from city Public Works Director Jeff Lehman... who says residents are advised to rake their leaves to the terrace behind the curb and not into the street.  Lehman adds you should refrain from putting any trash, plastic bags, and containers in with the leaves.  He says all basketball hoops in the Right of Way must be removed.  Phase one will move west and north on Oct. 31 -- clockwise -- to Washington St.  Lehman says Phase-Two will begin in the Foote Ave., Martin Rd., and, Linwood Ave. areas on or around Nov. 14.  For more information... call the DPW at 483-7545.

City police identify Jamestown man found dead earlier this week on eastside...
Jamestown police have now identified the man who was found dead this past Monday afternoon behind the 100 Block of East Second St.  JPD Captain Bob Samuelson says the man has been identified as 51 year-old Clarence Kelwaski, Jr. of Jamestown... who had been in a drug treatment program in Saratoga Springs.  Samuelson says he had been reported as missing back on Aug. 11 after reportedly signed himself out of the facility.  He had not been in contact with his family since that date.  An autopsy was conducted Tuesday morning at the Erie County Medical Center in Buffalo in an attempt to determine the cause of death.  The official autopsy results are pending further medical tests.  Investigators from the Jamestown Police are working to find out when and how Kelwaski arrived back in Jamestown on or after Aug. 11.  Investigators are asking anyone with information on Kelwaski’s death or how and when he may have arrived back in Jamestown to contact them at 483-7537 or via Anonymous Tip at 483-TIPS... that's 483-8477.


Quattrone urges motorists to drive with caution for with Wintry Weather in area...
There were reportedly several motor vehicle accidents early Tuesday morning after scattered rain and snow showers slicked up local roadways.  That was especially the case over the higher elevations away from Lake Erie.  We have a forecast calling for more of that through early Wednesday.  Chautauqua County Sheriff Jim Quattrone says motorists need to give themselves extra time when traveling in such conditions.  Fortunately... the sheriff says there were no serious injuries reported.  But... he says we're approaching that time of year when conditions become more cold and slippery.  Quattrone says most of the crashes were in the Jamestown-area.


Shed and Travel Trailer Camper destroyed in Arkwright fire...
A campsite shed, and a travel trailer camper are a total loss following a fire that occured at the Arkwright Hills Campground in the town of Arkwright last Sunday morning.  Sheriff's deputies say local fire departments were called to the scene on Route 83 about 11 a.m., and, the county's Fire Investigation Team was called in.  Officers say investigators determined the blaze originated in the southwest corner of the shed.  However... they say the damage may have been too serious to determine a cause.  While both structures were total losses... no one was hurt.


Sempolinski critical of reports about moving migrants from southern border to upstate region...
There are reports that New York's junior U.S. Senator is proposing a plan to house undocumented migrants in Upstate New York communities... and, the region's Congressman says he's "very concerned" about it.  Steuben County Republican Joe Sempolinski says the 23rd District does "not have the resources and means that New York City has, and quite frankly, it is a crisis created by the exact policies" backed by Senator Kirsten Gillibrand.  While Republican governor's have taken heat for sending migrants to New York and Washington, D.C., Sempolinski says the Biden Administration has pretty much done the same thing by flying migrants to Westchester County and elsewhere.  He says he's "all for legal immigration, but the President's policies have created a system that encourages illegal immigration over doing things by the book and following our rule of law.  I will always stand with the people of the 23rd District who are sick and tired of politicians in Washington, Albany, and New York City inflicting them with their disastrous policies."


Sherman man arrested for weapons possession following "suspicous situation" in Ripley...
A man from Sherman is accused of knocking on doors in a 'suspicious manner' in the town of Ripley last Saturday afternoon... and, being found in possession of two weapons.  Sheriff's deputies were called to a home on Burton Avenue shortly before 3 p.m., and, found 19 year-old Marcus Detweiler inside a vehicle parked in front of the residence.  During their investigation... officers say they found that Detweiler was operating the vehicle without a valid driver's license... as well as having no proof of registration... proof of insurance... or inspection... and, no distinctive license plates.  Officers say they also saw a 357-revolver in plain view on the floor under the driver seat.  After Detweiler was removed from the vehicle... they allegedly found an electronic stun gun in his possession.  Deputies also found the serial numbers has been scratched off the revolver.  Detweiler was arrested on several charges... including second and fourth-degree criminal possession of a weapon... and, jailed pending arraignment.


Seven identified as being arrested during drug raid in Dunkirk last Friday...
More details have now been released on a several month long drug investigation in the city of Dunkirk that led to seven arrests last Friday on Deer Street.  Dunkirk Police detectives were assisted by the Chautauqua County Regional Drug Task Force in conducting surveillance on 759 Deer... which led to securing a search warrant.  The warrant was also executed with the help of the Jamestown Metro Drug Task Force... and led to the seizure of a quantity of crack cocaine, cocaine, fentanyl and cash.  Arrested on three counts each of third-degree criminal possession of a controlled substance... and, one one count of criminal possession of drug paraphernalia... were 31-year-old Amanda Niebel, 33-year-old Samantha Coleman, 30-year-old Maria Dominguez, 47-year-old Danelle Frazier, 29-year-old Casey Crane, and 61-year-old Darryl Watkins, all of Dunkirk... and 42-year-old Ronnie Walker of Rochester.  Watkins was also charged with seventh-degree criminal possession of a controlled substance.

JPD SWAT Team members urge city lawmakers to approve purchase of Armored Vehicle...
The Jamestown City Council will vote next week on purchasing an armored SWAT Vehicle for the police department for a quarter of a million dollars.  During last night's work session... lawmakers heard an extensive presentation and discussion by JPD SWAT Team members, and Police Chief Timothy Jackson about the need for a vehicle to protect their men... and, residents.  Jackson says they're only one of 27 SWAT Teams in New York state that are certified.  He says the requirements for certification are stringent, and, adds the officers involved deserve to have that added protection.  Within the past six years... he says the SWAT Team has been called to deal with 199 incidents... the majority of which were dealing with drug cases with weapons involved.  SWAT Team member, Lt. Sam Piazza, recalled the Todd Ave. stand-off a few years ago with a man who shot and killed his estranged wife in a downtown parking lot... and, was hold-up with some weapons.  Piazza says they were fortunate the man didn't have any more weapons than he had, due to the seizure of several weapons just days before.  The man did stab a Jamestown Police K-9 during the incident... but, the dog did recover.  The "Bearcat" SWAT Vehicle would be purchased from Lenco Armored Vehicles of Pittsfield, Massachusetts for just over $247,000.  Chief Jackson noted that the city will likely have to wait about a year for the vehicle to be delivered.


City police recover body of dead man on East Second St. Monday...
Jamestown police are asking for the public's help in solving the "suspicious death" of a white male... who's body was found in a wooded area behind the 100-block of East Second Street early Monday afternoon.  City Police Captain Bob Samuelson says investigators are attempting to confirm the identification of the body with family members.   The Chautauqua County Forensic Investigation Unit and the County Coroner are assisting with the investigation.  The body was found about 12 Noon.  Samuelson says the investigation is continuingj... and, anyone who may have information on the case is asked to call JPD at 483-7537.  He adds that anonymous tips can be left on the department’s Anonymous Tip Line at 483-Tips... that's 483-8477.


City man arrested for assault using a Lead Pipe...
A Jamestown man has been arrested for allegedly injuring another person with a lead pipe during a domestic incident on the city's eastside Sunday afternoon.  City police were called to the location about 4 p.m., and, found that 28 year-old Claude Wine, Jr. had assaulted the person with the pipe... and, the victim had to be taken to UPMC Chautauqua Hospital for treatment.  Wine was also found to have allegedly violated an order of protection the victim had against him.  He was arrested for second-degree assault... aggravated criminal contempt... and, aggravated family offense... and, jailed pending arraignment.


Georgia woman found guilty of vehicular manslaughter in fatal, wrong-way crash on I-86...
A Chautauqua County Court jury has found a Georgia woman guilty of second-degree vehicular manslaughter... criminally negligent homicide... and driving while ability impaired by drugs in connection with a deadly wrong-way crash July of 2021.  However... District Attorney Jason Schmidt says that 33-year-old Heather Capell was found not guilty of second-degree manslaughter in the crash on Interstate 86 in the town of North Harmony.  Schmidt says they "firmly believed that the conduct here was reckless... and, would support the manslaughter-2nd charge."  However, he was pleased to have convictions on the other three charges.  Schmidt says "our hearts" go out to the family of the victim... 52-year-old Bradley Wakefield of Cattaraugus... who was on his way to work at Welch's when his car was struck by Capell's vehicle.  She was accused of driving east in the westbound lanes of I-86 when the 5 a.m. crash occured.  Schmidt says sentencing for Capell is set for Dec. 19... and, she faces a maximum of seven-years in prison. 


Jamestown-area gets first snow of season...
The first measurable snow of the season was seen in parts of Chautauqua County overnight, and this morning.  There was some wet snow in the air in places Monday afternoon... but, some of the snow overnight did stick.  Some places in the Jamestown-area got up to half-an-inch of wet, slushy snow... but, that was it.  Meteorologist Kirk Apfel of the National Weather Service in Buffalo says the Lake Erie shoreline will see just rain today and tonight... but, further inland could be different.  Apfel says snow totals are forecast to be quite minimal with less than an inch of slushy snow.  Fairer, more fall like weather is expected to arrived by Friday and stay at least for the weekend.


Slagle to become new Chautauqua County Attorney in Jan. 1st...
A Jamestown man who has been First Assistant Chautauqua County Attorney will become the new County Attorney beginning next Jan. 1.  County Executive P.J. Wendel has announced that Patrick Slagle will replace the retiring Stephen Abdella... who has been County Attorney the past several years. Wendel says Slagle has been First Assistant County Attorney for the county's Law Department since Feb. 2022... and was previously an Assistant Social Services Attorney with the Chautauqua County Department of Health and Human Services.  Slagle is a member of the Jamestown Bar Association, and the Jamestown School Board.

First Snow possible late Monday, and Tuesday nights...

City man arrested for violent domestic incident...
A Jamestown man faces several charges for allegedly breaking into the home of someone with an order of protection against him... and, assaulting a different person inside.  City police say they were called to a Spring Street address shortly before 8 a.m. Saturday... and, found that 44 year-old Rashaun Smith had broken into the home.. and then restrained and assaulted the other person.  Officers say Smith also choked the victim... injuring them.  Police found Smith inside the building, and arrested him without further incident... but, did later find a quantity of methamphetamine in his possession.  He was jailed pending arraignment on charges includng first-degree burglary... third-degree assault... and second-degree unlawful imprisonment... and, criminal obstruction of breathing or blood circulation.  


City woman arrested following late Friday stabbing...
A Jamestown woman has been arrested for assaulting following an alleged stabbing on the city's eastside early last Friday evening.  City police were called to the undisclosed scene about 5:15 p.m. on a report of a stabbing.  On arrival... officers found that the victim had sustained a laceration to their shoulder.  Police say further investigation found that Danielle Howie had stabbed the victim... and, fled the scene prior to police arriving.  Howie was quickly located... and, arrested for second-degree assault, aggravated criminal contempt... and, third-degree criminal possession of a weapon. 


Local Democrats host candidate's "Tailgate Event..."
The local Democratic Party put on a ‘meet the candidates’ tailgate event at Bergman Park in Jamestown Sunday.  All three of the Democrats running for state or federal office in this area were there.  Dan Brown of Cattaraugus County has been Great Valley Town Supervisor for 17 years.  He says he’s running for State Senate to support people’s rights including a woman's reproductive rights, and Second Amendment rights.  Sandra Lewis, who worked for many years in several positions at SUNY Fredonia, is running for the Assembly.  She thinks it’s time for change, and electing someone to work with the Democratic Majority in the Assembly.  Retired Air Force Commander Max Della Pia, the Democratic candidate in the new 23rd Congressional District, spoke about his motivation to run... saying his primary focus "is and always will be public service."  Brown and Lewis are up against well-established Republican incumbents George Borello and Andy Goodell.  Max Della Pia is facing off against Nick Langworthy, the state GOP chairman.  The only public debate between Della Pia and Langworthy is set for 7 p.m. Tuesday on Buffalo channel CW23, and WIVB.com.


Woman from Warren County, Pa. arrested for reckless endangerment for incident in Ellington...
A Warren County, Pennsylvania woman has been arrested for allegedly damaging another person's property in the town of Ellington... and, trying to harm that person.  Sheriff's officers were called to a location on Waterboro Hill Road about 6:30 p.m. Saturday for a disorderly person.  Deputies say 44 year-old Sabrina Anderson of Sheffield had damaged the person's property... and, "engaged in conduct likely to cause physical injury to another subject."  They say Anderson fled the scene prior to their arrival and was found a short time later by Ellicott Town Police.   She was arrested for second-degree reckless endangerment... and, third-degree criminal mischief.  Anderson was taken to the county jail pending centralized arraignment.


Schmidt says father-son rift apparently triggered murder by Camacho...
The case against a Jamestown man accused of shooting and killing his father nearly one-year ago can now proceed in Chautauqua County Court.  District Attorney Jason Schmidt says 23 year-old Jonathan Camacho-Monge was indicted by the county Grand Jury for shooting and killing 46 year-old Angel Pacheco on Oct. 19, 2021 on Water Street.  Schmidt says Camacho-Monge faces one count of second-degree murder... after serving a six-month term in Pennsylvania on another, unrelated Felony charge.  He says they weren't able to bring him to Chautauqua County until the Pa. sentence had been served.  County Court Judge David Foley set bail at $250,000 cash... or $500,000 property bond. 


Vietnam Vets to hold town hall this coming Saturday...
The local chapter of the Vietnam Veterans of America will have a major event on Saturday, Oct. 22 at the Frewsburg American Legion beginning at 1 p.m.  VVA President, Adrian Cooper, says the format will be informational, and in a "town hall" style meeting.  Cooper believes there are many veterans who don't take advantage of benefits they've earned because they don't know about them.   The VVA has put together an impressive list of presenters... with 13 speakers who will talk about their organization, and what they offer vets and their families.  The afternoon will wrap up with the county's Director of Veterans Services, Major Greg Carlson, giving the keynote address.  All veterans and their families are welcome, and reservations are not needed.

Jamestown man formally charged with murder in July 2021 shooting death, Dunkirk man charged in July shooting...
A Jamestown man accused of shooting and killing another city man nearly one-year ago has now been formally charged with murder in the case.  Chautauqua County District Attorney Jason Schmidt says 23 year-old Jonathan Camacho-Monge was indicted by the county Grand Jury for shooting and killing 46 year-old Angel Pacheco on Oct. 19 of 2021 on Water St. in the city.  Schmidt says Camacho-Monge was arraigned in county court Thursday morning on one count of second-degree murder... after he had served a six-month term in Pennsylvania on another felony charge.  Judge David Foley set bail at $250,000 cash... or $500,000 property bond.  Schmidt says Camacho-Monge is due back in court on November 14th for a Discovery Conference. Schmidt says the indictment was filed this past May.  Jamestown Police Chief Tim Jackson added that -- “this is an excellent example of the Jamestown Police Department Detectives doing a thorough job in order to seek justice, the Detectives spend months working this case and their tireless efforts are commendable.”

In addition... Schmidt announced that a Dunkirk man has been formally charged in the violent assault of two young children who were injured in a shooting this past July.  The D.A. says 34 year-old Javier Cruz-Corraliza was arraigned Thursday morning by Judge David Foley on the four count indictment accusing him of assaulting the 8 and 12 year-olds on July 18th.  Cruz-Corraliza faces charges of first-degree assault... two counts of first-degree attempted assault... and, second-degree assault.


Jamestown fire investigators looking into cause of smokey fire at former city industrial plant...
Jamestown fire officials are asking for the public's help in determining the cause of an early morning fire Thursday in the former Atlas Building in the citys industrial corridor.  City Fire Battlion Chief Brian Acterberg says crews were called to the vacant factory at 40 Winsor St. -- at Harrison -- shortly after 7 a.m.  Acterberg says they found heavy smoke -- mainly on the eastside of the building... and, fire on the first-floor.  City fire officials called in an off-duty shift to assist about 7:40 a.m., and, they were able to get the smokey blaze under control fairly quickly.  While the building is vacant... Acterberg says there are still some potential combustables inside... along with some debris.  He says crews checked the building to see if anyone was inside... but, there was no one... and, no injuries were reported.  It's been reported some homeless people may have been living there.  Acterberg says the department's Fire Investigation Unit is asking for help from the public in solving the fire.  The number to call is 483-7678. 


Sempolinski says constituents voicing concern mainly over three key issues leading up to town halls...
The man currently serving as the congressman representing the 23rd District says there are three main issues constituents have talked to him about already.  However... Steuben County Republican Joe Sempolinski... who is not running for election to replace Tom Reed next month... says the main one is the economy -- namely inflation.  Sempolinski says inflation is effecting everyone's heating, gasoline, and other bills... like food.  He says that's definately the "number-one."  Sempolinski says there are two others he also hears about a lot.  One is crime and public safety... and, he says many blame the state's elimination of cash bail for most offenses.  He says the third issue is that a lot of people don't feel the government listens to them... and, that's why he's "so commited to accessibility."  Sempolinski is making that ability possible... starting this weekend.  He'll be hosting three town halls Saturday... beginning in his hometown in Steuben County.  Sempolinski will hold a town hall in Chautauqua County at the Carroll Town Hall on Saturday morning, Nov. 5... beginning at 8 a.m.


Sempolinski co-sponsoring Employee Retention Tax Credit Reinstatement legislation...
Congressman Joe Sempolinski has announced that he is co-sponsoring the Employee Retention Tax Credit Reinstatement Act of 2022.  Sempolinski says it's needed to "relieve some of those burdens that were caused" during the COVID-19 pandemic... which he says "negatively impacted so many of our small businesses."  The Steuben County Republican says the "government forced these businesses to close their doors for extended periods of time and later put burdensome restrictions on them."  He adds the least the government can do now is to extend the help that was promised, and that businesses were depending on." 


City woman arrested for allegedly driving drunk to victim's impact meeting...
A Jamestown woman arriving to take part in a Victim's Impact Panel in Fredonia for driving while intoxicated was arrested for allegedly driving drunk to get there.  Sheriff's officers were helping conduct the meeting at 19 Church St. just before 6:30 p.m. Wednesday.  Deputies say the meetings are mandated by the courts.  Officers say part of the meetings includes defendant’s listening to panelists who have lost a loved one to the senseless act of DWI.  During pre-registration screening... officers saw one of the defendants... 47 year-old Bethany Johnson... arrive operating a car.  While registering... deputies determined that Johnson drove to the meeting intoxicated.  She was arrested for Aggravated DWI.  After processing... it was found that Johnson’s blood alcohol content was a .29%... which is more than three times the legal limit.  She was issued appearance tickets for Fredonia Village Court.

Jamestown man arrested for allegedly burglarizing town of Dunkirk home, and assaulting resident...
A Jamestown man is accused of breaking into a town of Dunkirk residence this past Monday night... and, stealing property and assaulting a person living there.  Sheriff's officers say they were called to an address on Swamp Road about 11:30 p.m. on a report of an altercation.  Deputies say... once they investigated... they arrested 34 year-old Bradley Lawrence on charges of second-degree burglary, third-degree robbery, third-degree assault... and, fourth-degree grand larceny.  Lawrence was taken to the county jail pending arraignment.


Sempolinski schedules eight town halls in coming weeks, including one in Frewsburg area...
Current Southern Tier Congressman Joe Sempolinski is making good on a campaign promise to hold town hall meetings in each of the district's 11 counties before leaving office.  During his weekly telephone press call... Sempolinski announced his town hall schedule... with dates and times set for eight of them.  Sempolinski... a former aide for former Congressman Tom Reed... is taking a page from his former bosses play-book by holding the sessions.  He says "listening to our residents is what makes for better representation."  He adds "I work for the people of the 23rd District... so, I want to make sure I'm in close contact with them, and, that they have the chance to express to me what their issues and concerns are."  His first town hall session will be this Saturday morning in his hometown area of Painted Post.  Sempolinski has also announced his Chautauqua County town hall will be held at the Carroll Town Hall in Frewsburg at 8 a.m. on Saturday, Nov. 5.


Jamestown man arrested for failing to provide sustenance to dead dog...
A city man is accused of failing to provide food and water to his dog... which was found dead inside his home on Jamestown's northside.  City police say officers were called to the home last week to remove a dog from the home.  On arrival... police found the dead dog... and, arrested the owner, Christopher Hibbard.  During their investigation... officers say they found that Hibbard had failed to seek necessary medical attention for the dog once it was in a malnourished, and sick state.  He was arrested... and, charged with overdriving, torturing, and injuring animals -- Failure to Provide Proper Sustenance.  Hibbard was issued an appearance ticket for City Court.


Estranged family members arrested for violating orders of protection...
Two estranged family members have been arrested following a domestic dispute on Jamestown's southside late Tuesday afternoon.  City police were called to the undisclosed address about 5 p.m., and, spoke with both 44 year-old James Godfrey of Kennedy... and, 49 year-old Laurie Godfrey of Lakewood.  Officers say each had orders of protection against the other... and, had violated those orders.  Both James and Laurie were arrested for criminal contempt... while James is also charged with seventh-degree criminal possession of a controlled substance... and second-degree criminal possession of marijuana.  Both were jailed pending arraignment. 


Graham honored for more than 50 years of serving local youth...
The man who founded Chautauqua Striders and made countless other contributions to the youth of the community was honored Wednesday morning at the Robert H. Jackson Center in Jamestown.  Ron Graham was introduced by the President of the Chautauqua Sports Hall of Fame, Randy Anderson who says Graham has been involved with youth programs for over 50 years.  Graham himself talked humbly about his desire to help others... saying that "to whom much is given... "much is expected."  Founded in 1978 as a group for runners, Chautauqua Striders has expanded to provide a wide variety of personal supports for young people.  Ron Graham was also instrumental in the development of Strider Field, the all-weather track and field at Jefferson School. Earlier this year Ron acknowledged he was fighting a significant cancer... and doing so vigorously, saying, "Cancer can't get me now... I have too much yet to do."


NFIB gives Goodell and Borrello "Guardians of Small Business" recognition...
Chautauqua County's two representatives in the New York State Legislature are among the 13 lawmakers being honored as small business champions.  Both Assemblyman Andy Goodell, and Senator George Borrello were honoted as "Guardians of Small Business" for demonstrating "exceptional commitment and support of the small business community..." and, received a 100% ranking in the National Federation of Independent Business's state legislative Voting Record during the 2021-to-2022 legislative session.

City man arrested on slew of charges after allegedly stealing pick-up, and pursuit...
A Jamestown man faces numerous charges after allegedly stealing a pick-up truck... and, leading police on a vehicle pursuit that began on the city's eastside... headed north out of the city... then went back into Jamestown.  City police say a patrol spotted 35 year-old Douglas Parsons driving the white-colored truck in the area of Falconer St. and James Ave. about 2:30 Monday afternoon.  Police say Parsons began to drive over the sidewalk and into the grass... and, refused to stop for the officer after he turned on his emergency lights and sirens.  Parsons continued on Falconer, towards Curtis Street...   He continued on Curtis... leaving the city north... but, then turned back onto Route 60 heading back towards Jamestown.  Parsons then allegedly struck another vehicle on Route 60 -- south of Horton Road.  He was taken into custody at the location and faces charges including unauthorized use of a Motor Vehicle... third-degree criminal Possession of Stolen Property... and, third-degree unlawfully Fleeing a Police Officer.  He was jailed pending arraignment.  No one was hurt in the accident.


Estranged family members arrested following domestic incident in Jamestown...
Two estranged family members have been arrested following a domestic dispute on Jamestown's southside late Tuesday afternoon.  City police were called to the undisclosed address about 5 p.m., and, spoke with both 44 year-old James Godfrey of Kennedy... and, 49 year-old Laurie Godfrey of Lakewood.  Officers say each had orders of protection against the other... and, had violated those orders.  Both James and Laurie were arrested for criminal contempt... while James is also charged with seventh-degree criminal possession of a controlled substance... and second-degree criminal possession of marijuana.  Both were jailed pending arraignment.


City still looking for new police officers with Civil Service list dried up...
City lawmakers in Jamestown have made strides in addressing public safety needs using American Rescue Plan Act funding.  However... the full effect has not been seen yet because the pool of potential officers has temporarily dried up.  That from City Council President Tony Dolce recently following a meeting of the panel where public safety was brought up.  Dolce says, as was stated during last month's public forum on safety matters, there are candidates attending the Chautauqua County Sheriff's Academy... but, no one on the Civil Service list.  City Council recently approved the hiring of five more officers to bring the total to 65.  However... there's no one available right now on the Civil Service list.  


Frewsburg man arrested on child porn, weapons charges...
A Frewsburg man has been arrested for allegedly being found in possession of child pornography... and a loaded handgun.  State Police in Jamestown say their Bureau of Criminal Investigation received information in late September from the National Center for Missing and Exploited Children's 'Cyber Tip line' that multiple pornographic files of underage subjects had been uploaded to electronic devices belonging to 38 year-old John Peterson.  The center reported this allegedly took place between December of 2020 and this past March.  Troopers say they raided Peterson’s home, and found a de-serialized, loaded 9-mm handgun, and two electronic devices.  The Troop A Computer Crime Unit analyzed the devices and confirmed the images were present.  Peterson was arrested on 10 counts of possessing a sexual performance by a child... and second and third-degree criminal possession of a weapon. 


Another Frewsburg man arrested for assault...
A Frewsburg man has been arrested for allegedly punching another person in the face... causing injuries.  State Police in Jamestown were called to the location Sunday... and, arrested 26 year-old Devin Haskins for third-degree assault, and endangering the welfare of a child.  Troopers say Haskins went into a friend's home... and, confronted the victim and struck them in the face.  Police say this all happened in front of a juvenile.  Haskins was arrested and taken to the State Police barracks for processing.  He was then issued appearance tickets for Carroll Town Court.


CHQ Plus opens in downtown Jamestown...
The Resource Center has opened it's first-ever retail store.  It is called 'CHQ Plus' and is located in the Wellman Building at the corner of the Third and Cherry Streets in downtown Jamestown. TRC's Director of Employment and Community Based Services, Terri Johnson, says the store will provide essential training for people enrolled in their Community Prevocational Services Program.  The store will be selling consumer goods made locally... or those created by persons with disabilities.   Store manager, Andi Shierling, says they're hoping to create a certain 'vibe...' with a nice warm atmosphere.  Fifteen vendors signed up for Tuesday's opening.  CHQ Plus will be open Tuesday through Friday 10 a.m. to 6 p.m. and Saturday 9 a.m. to 2 p.m.  The Gebbie Foundation and the Chamber of Commerce worked with the Resource Center for more than a year to bring CHQ Plus to life. 


Nestlé Purina celebrates 50 Years in Dunkirk...
A manufacturing facility for Nestle Purina PetCare is celebrating 50 years in the north county city of Dunkirk.  Local civic leaders, community partners and leadership from Purina’s North American headquarters recently gathered to commemorate half a century of manufacturing at the company’s operations in Dunkirk.  Officials say the event celebrated and recognized current associates, retired team members and their families for their many contributions.  Purina began operating in Dunkirk in 1972... and, now employs more than 500 people.  Purina has made significant upgrades to the facility since it officially opened... including a recent $19-million expansion a couple of years ago.

Pair of teens shot in incident near Zeldin's home on Long Island...
New York congressman and Republican candidate for governor Lee Zeldin says his family is safe after two teenagers were shot outside his Long Island home.  Police said two 17-year-old boys suffered injuries that weren't life threatening Sunday when they were hit by gunfire from a passing car.  Zeldin says he and his wife were not at home at the time of the shooting... but, that their teenage daughters heard gunshots and screaming.  The wounded teens then tried to hide in Zeldin's yard, ducking under his porch and into the bushes, while the person who was with them fled.


City man arrested for criminal mischief following disturbance at northside 7-Eleven...
A Jamestown man is accused of causing a disturbance... and, damaging the front door to a convenience store on the city's northside last weekend.  City police were called to the 7-Eleven store at 518 North Main St. just after 5 p.m. Saturday on a report of a disorderly person.  On arrival... officers learned that 60 year-old Randy Harrington became disorderly inside the store... and, damaged the front door while arguing with an employee.  Harrington was arrested for fourth-degree criminal mischief.  He was issued an appearance ticket for City Court at a later date.


City man arrested for alleged domestic incident...
A Jamestown man has been arrested for allegedly threatening another person... and, damaging that person's vehicle... during a domestic dispute last week.  City police were called to a southside location last Wednesday... and arrested Nathan Ernewein for second-degree harassment.  Officers say Ernewein allegedly threatened to kill the victim... as well as damage their vehicle.  Ernewein was also charged with third-degree criminal mischief.  He was taken to the county jail without further incident pending arraignment.


Sundquist says spending is up in proposed 2023 budget, but, tax rate remains the same...
While spending is up in Jamestown Mayor Eddie Sundquist's proposed 2023 budget plan... there no tax rate increase.  Sundquist says there are a number of reasons for that.  However... one was a move made sometime ago with SUNY Jamestown Community College to hire a grants writer for both the city and the college.  Sundquist pointed out that person has been able to obtain $7.3-million in grant funding so far to help lower operating costs, and not increase the tax rate.  Another factor behind the zero-percent tax rate increase... says Sundquist... is a 6% increase in property values.  He says those have been on the rise the past couple of years... starting with a 4% increase in 2020.  Sundquist says the presented his $38.68-million spending plan will hold the tax rate at $23.69 per $1,000 full value.  He adds that this budget also reflects a reduction in the city's constitutional tax limit to just under 88%.  That means there is some room to increase taxes... but, he is not proposing an increase.  


Rosas proposes no tax increase budget for Dunkirk...
Dealing with some personnel costs is included in Dunkirk Mayor Willie Rosas' proposed 2023 city budget.  Rosas presented the $26.3-million spending plan at City Hall last Friday afternoon. The proposed budget is about 6% larger than the current year's spending plan.  However... even while spending is up, Rosas says, there is no tax rate increase.  There are also no changes proposed for sewer and water rates.  Rosas expects to increase spending when it comes to the budget line for the city attorney... because current Attorney Richard Morrisroe will be leaving the post at the end of the year.  He says they want to make sure they can hire a person that has the experience needed for the job.  Rosas has also included funding for a Human Resources Director, something he will be asking the Common Council to include in the final budget.  The final budget plan is due by Dec. 15.


Kick-off held for "Toys for Tots" Campaign...
The Southern Tier Distillery was the location Friday for the kickoff and first fundraiser for this year’s Toys for Tots campaign in Chautauqua County.  One of the coordinators, Heather Brown of the Resource Center, took note of the 2021 numbers.  Brown says they served 4,390 children last year... and, more than 1,641 different families... which she called "a lot of impact."  Early indications point to equal or greater need this year.  Terri Johnson, also of the Resource Center, is another of the coordinators.  She says it gets exciting when groups and businesses start competing to be the best.  For information on helping Toys for Tots this year, find Chautauqua County Toys for Tots on Facebook… or contact any of the coordinators:  Patrick Smeraldo at Fletcher School, or Heather Brown or Terri Johnson at the Resource Center.


Lakewood Library reopens...
A seven month odyssey for the Lakewood Memorial Library came to an end on Saturday as the ribbon was cut on the newly renovated building.  The building was abruptly closed and evacuated in February after a roof leak threatened the contents.  Library board vice-president Amy Anderson praised the work of library staff led by director, Shannon Taylor, for their work and dedication during the shut-down and transition.  The director said she was filled with gratitude for the support from the public... and, that the library is back open.  Shannon Taylor thanked all who helped in the project… including the Lenna Foundation which funded the new roof and heating system.

Snow not likely as colder air moves into the region tonight...
Lake Erie still has temperatures in the mid-60's... and some cold air is set to stream over the lake late tonight.  Could that mean an early start to 'snow season?'  National Weather Service meteorologist John Hitchcock says... probably not, with only a 20% chance.  Hitchcock adds that the ground is still relatively warm, so even a few flakes won't stick.  Long range outlooks for the first two-thirds of October suggest below average temperatures.  So, Hitchcock says some areas could see accumulation prior to the end of the month, and that's not unusual -- especially for the higher elevations like the Chautauqua Ridge.  

Cobb, others, feted at annual County Chamber Awards Banquet...
The Chautauqua County Chamber of Commerce had its annual Awards Banquet Thursday night at SUNY Fredonia.  Steve Cobb, Executive Director of the Mental Health Association in Chautauqua County was named ‘Person of the Year.'  Cobb says it "feels kind of special" and is a nice acknowledgement of what MHA does in and for the community.  Last year... the Mental Health Association helped 946 people with mental health or substance abuse issues.  The association currently has 21 full time employees.  When Cobb signed on nine years ago there were three.  The  Small Business Development Center at Jamestown Community College was given the ‘Economic Development Award.’  Courtney Curatolo directs the center, and says they were pleased to help so many local businesses get through the COVID Pandemic.  The Jamestown Community Chamber gave its award to Tom Benson.  He helped bring the National Comedy Center to life, and is now working to build a new YMCA in Jamestown. 


Federal judge halts state's new gun law...
A federal judge has halted key provisions of New York's gun rules that restrict where people can carry weapons... and require permit applicants to hand over social media information.  Judge Glenn Suddaby ordered a temporary hold Thursday on multiple provisions of New York's sweeping new gun law.  He also gave the state three business days to seek ``emergency relief'' before a federal appeals court.  The rules were part of a sweeping gun law that went into effect Sept. 1 in response to a U.S. Supreme Court ruling that invalidated New York's old system for granting concealed carry permits.  Shortly after the story broke... local State Senator George Borrello -- who was among the minority lawmakers who voted against the law -- said "as I have said from the beginning, it was only a matter of time before this poorly drafted and unconstitutional law was struck down. It was nothing but bad election season theatrics.  One Party Rule has failed to keep New Yorkers safe and New Yorkers know that."


County lawmakers join ranks of those going on the record against new gun law...
The decision by the federal judge to strike down the state's new concealed carry law comes in the wake of growing opposition to the regulations... which began about a month ago.  The Chautauqua County Legislature last week approved a motion opposing the new law by an 18-1 margin.  Jamestown Republican Elizabeth Rankin supported the motion because the places where concealed carry would be allowed was almost negligible... and, that's wrong.  Rankin says studies have shown that those who have permits are far less likely to commit a crime.  Fredonia-area Democrat Susan Parker addressed concerns over whether 21-gun salutes, and military rifle volley squads would be able to be part of military reenactments in parks, and cemeteries.  Parker says a state representative told her that those activities in parks or on church grounds where military funerals are held can continue to occur.


Wendel voices concern over impact of 'MAT' mandate on county budget...
Chautauqua County Executive P-J Wendel is voicing frustration over a New York state mandate taking effect Friday that could negate a significant tax rate decrease in his 2023 budget plan.  Wendel says concern was raised over a new 'Medical Assisted Treatment' Program... that is being implemented by Governor Kathy Hochul... during county legislature budget hearings this week.  He says the mandate, which takes effect today, could jeopardize the 30-cent per $1,000 tax rate cut to the budget.  Otherwise... Wendel says he's pleased with the reaction he's gotten from members of the county legislature, who have said there's very little excess to cut in the 2023 budget proposal.   At this point... he says they don't know exactly how much the new MAT program will cost... but, he says county departments affected by the program say it could be "quite substantial."  Hearings on the $277.6-million county budget got underway Monday... and, countinued through Thursday.  Wendel made his comments for this weekend's "Community Spotlight" program on the six Media One Radio Group stations.


Manufacturing Day/Month underway at MTI in Jamestown...
It's the first Friday of October... and, that means it's Manufacturing Day nationally and in Chautauqua County.  With that... the Manufacturer's Association of the Southern Tier held a kickoff today at Jamestown Community College to celebrate.  MAST President and Chief Executive Officer Todd Tranum says several local officials, and manufacturing leaders will be on hand at the Manufacturing Technology Institute... along with P-Tech students.  While it's suffered some hits in recent years... Tranum says manufacturing remains important to the local economy.  He adds that the three most western counties in the Southern Tier -- Chautauqua, Cattaraugus and Allegany Counties -- ship about $7.5-billion worth of goods to other parts of the U-S and the world.

Woman who died in Gerry house fire now identified...
The investigation is continuing into a fatal house fire early Wednesday morning that claimed the life of a Gerry woman... who has now been identified.  Chautauqua County Sheriff's deputies say Sally Wissman was found dead inside the home... sometime after Gerry firefighters were called to the scene -- at 4532 Route 60 -- just after 3:30 a.m.  On arrival... fire crews found the structure fully-engulfed in flames.  Officers say... while trying to put out the blaze... firefighters determined one occupant was unaccounted for.  They later found Wissman inside.  The Sheriff’s Department Fire Investigation Team responded... and, are still looking into the cause of the blaze.


House fire in Chautauqua Wednesday night apparently triggered by electrical problem around ceiling fan...
A house fire in the town of Chautauqua last night is believed to have started in the ceiling of a spare bedroom.  Chautauqua County Fire investigators say Chautauqua firefighters were called to the scene at 6639 Lawson Road shortly after 6 p.m., and found flames coming from the structure.  The fire investigation team determined the blaze originated in an area where a ceiling fan and electrical wires were located.  No injuries were reported.


Wendel says new state mandate on treating addicted County Jail inmates may cut into proposed tax rate decrease...
Chautauqua County's top-elected official says a new state mandate may eat away at least some of a 30-cent per $1,000 tax rate decrease in his proposed 2023 budget.  Executive P.J. Wendel says he's pleased with the reaction he's gotten from members of the county legislature, who have said there's very little excess to cut.  However... Wendel says -- as of tomorrow -- they'll have to account for paying more for a program called "Medically-Assisted Treatment" for inmates with addiction issues at the county jail.  He says it appears it will become a "massive, unfunded mandate."  Wendel says... the problem is... they don't know exactly how much the new mandate will cost the county.  Hearings on the 277.6-million dollar county budget got underway Monday... and, countinue through today.  Further discussion and meetings will be held before the budget hearing is held later this month, and a final budget is approved.  The proposed budget includes a $2.76-million increase in the 2023 tax levy.  Wendel made his comments for this weekend's "Community Spotlight" program on the six Media One Radio Group stations.


City man arrested during traffic stop for illegal possession of a loaded handgun...     
A Jamestown man has been arrested for allegedly being found in possession of a loaded, semi-automatic pistol illegally.  City police say a patrol stopped a vehicle on West Second Street... near Sprague... just after 1:30 p.m. Tuesday for a traffic violation.  Officers say they found the driver, 56 year-old Carlos Rivera-Leon, with the loaded, Taurus .40 caliber semi-automatic pistol.  Police say Leon did not have a New York State Pistol Permit, and has multiple Felony convictions.  He was jailed pending arraignment on one count of second-degree criminal possession of a Weapon... and, failing to stop at a stop sign.


North county man arrested by Lakewood-Busti police after vehicle pursuit for theft, and drug possession...
A Dunkirk man has been arrested for allegedly stealing a utility trailer... and, being in possession of narcotic drugs after fleeing a convenience store between Lakewood and Ashville.  Lakewood-Busti Police say they were called to a "suspicious situation" at the Crosby's at 4469 Fairmount Ave. about 8 p.m. last Friday.  Officers say the stolen trailer had been reportedly seen attached to a vehicle in the parking lot.  However... the driver fled onto Fifth Avenue and drove towards Gleason Road before being spotted on Hunt Road traveling east.  Police say the driver, identified as 40 year-old Jeremy Brumfield, then struck a parked vehicle on Hunt Road before leading them on a high-speed chase to Southwestern Drive.  Brumfield was allegedly found in possession of 27 grams of methamphetamine ... and, he was arrested on charges including third-degree unlawfully fleeing police... reckless endangerment of property... fourth-degree criminal possession of stolen property and fourth-degree criminal possession of a controlled substance.  He was arraigned in Busti Town Court, and issued appearance tickets for a later date.


Berke reflects on releasing Nushawn Williams' name in late 1990s during AIDS Epidemic...
Dr. Robert Berke was recently honored by Chautauqua County for 40 years of service to public health here.  Originally from Quebec, he moved to Mayville in 1982 to set up a private practice... and, become Chautauqua County’s Health Commissioner.  There is one day and hour in the midst of the AIDs epidemic he will never forget.  He says it was at 10 a.m. on Oct. 27, 1997 when he identified Nushawn Williams as the man who had infected 16 girls and young women.  A judge had cleared the release of Williams’ name in hopes he would not infect anyone else with HIV.  Dr. Berke’s announcement was heard all around the country... including all the major TV and Radio networks.  Williams was soon found, and subsequently convicted of second degree rape and reckless endangerment.  Fifteen-hundred ‘at risk’ young people were tested.  However... no other cases were found.
